Used outer cable does have some damage inner wire looks fine the plug is cracked and should be replaced. No other damage found. See pictures for condition. Overall bike looked to be in good shape with no major frame or engine damage.
Make an offer. Lot of chew damage on wiring and plastics. Bike was not running bike had a big Rat nest in it.
